Abstract
Theme: The main theme of this master thesis is individual education plans (IEP) in primary school. It is a survey about how teachers have experienced to prepare and practice working with these plans. Purpose: The purpose is to get more knowledge about the teachers’ own experience and perspective tied to efforts working with an IEP. In addition, it has been important to see the answers up against the society's requirements for the school when it comes to IEP plans. Background: The norwegian education act §5-5 states that all pupils receiving special teaching should have an IEP. IEP has in other words been statutory in Norway since the education act was completed in 1998. Despite this, research shows that there is improvement potential in many places in the process and that the preparation and practice of the IEP is done different ways around the different schools (Nordahl & Hausstatt, 2009; Solli, 2005). Stangvik (2001) says that the IEP in many cases must be seen as an instrument in a larger help-project for the pupil, which purpose is ment to make the work more systematic and targeted so that it ensures result for those individuals concerned. Problem: With this information as base, I chose the question in following: "How does the teacher experience working with the preparation and practice of IEP in school?" Method: I have chosen qualitatively research interview as a method. I had a phenomenological and hermeneutical point when I analyzed the empirical material. I chose to categorize the interview texts in my analysis. Result: The result of my interviews shows that there are distinctions both on the preparation and at the practice of IEP, not just between schools, but also between teachers. Everyone knows that they should write such plans, but not everyone uses it as a work tool. Based on these interviews a wish appears that the school management must be better at facilitating and displaying the importance of the work with the IEPs. There is also a concern among some teachers that more adapted education will take over for special education, and that pupils who should have individual education plans will not receive it. Cooperation and lack of cooperation is the theme that sticks out several places in this thesis. This involves cooperation between teachers, but also with other instances, such as PPS (pedagogic, psychological services). The lack of cooperation between school and home and student is also very prominent in this task, even though the norwegian education act (1998) §5-4 third paragraph says that special education shall be formulated in collaboration with the student and parents as far as possible, and that their views should be emphasized. In other words, not everything is working the way that it should between when it comes to the intentions and practice working with IEP. And it is the teachers` experiences with this work I want to present in this master thesis. Samandrag
Tema: Hovudtema for denne oppgåva er individuelle opplæringsplanar (IOP) i grunnskulen. Det er ei undersøking om korleis lærarane sjølv opplever og har erfart det å utarbeide og praktisere arbeidet med desse planane. Formål: Formålet er å få meir kunnskap om lærarane sine eigne erfaringar og perspektiv knytt til arbeidet med ein IOP. I tillegg har det vore viktig å sjå svara opp mot samfunnet sine krav til skulen når det gjeld individuelle opplæringsplanar. Bakgrunn: Opplæringslova §5-5 seier at alle elevar som mottar spesialundervising skal ha ein individuell opplæringsplan. IOP har med andre ord vore lovpålagt i Norge sidan Opplæringslova var ferdig i 1998. Samtidig tyder forsking på at det er forbetringspotensiale mange stadar i prosessen og at sjølve utarbeidinga og praktiseringa av IOP vert gjort på ulike vis rundt om på dei forskjellige skulane (Nordahl & Hausstätter, 2009; Solli, 2005) Stangvik (2001) seier at dei individuelle opplæringsplanane i mange tilfeller må bli sett på som eit av instrumenta i eit større hjelpeprosjekt for eleven. Hensikta skal vere å gjere arbeidet meir systematisk og målretta slik at det sikrar resultat for dei individa det gjeld. Problemstilling: Med utgangspunkt i dette valte eg meg følgjande problemstilling: «Korleis opplever læraren arbeidet med utarbeiding og praktisering av IOP i skulen?» Metode: Eg valte kvalitativt forskingsintervju som metode. Eg hadde eit fenomenologisk og hermeneutisk utgangspunkt når eg analyserte det empiriske materialet. Eg valte å ta utgangspunkt i kategorisering i min analyse av intervjutekstane. Resultat: Resultatet av intervjua mine viser at det er skilnadar både på utarbeiding og praktisering av IOP, ikkje berre mellom skular, men også frå lærar til lærar. Alle kjenner til og veit at dei skal skrive individuelle opplæringsplanar, men det er ikkje alle som bruker dei som eit arbeidsreiskap. Ut i frå intervjua mine kjem det fram eit ønske om at skuleleiinga må bli flinkare til å leggje til rette for og vise viktigheita av arbeidet med dei individuelle opplæringsplanane. Det er også ei bekymring blant enkelte av lærarane at meir tilpassa opplæring skal ta over, og at elevar som burde hatt individuelle opplæringsplanar dermed ikkje får det. Samarbeid og mangelen på samarbeid rundt arbeidet med IOP er tema som går igjen fleire plassar i oppgåva. Dette gjeld samarbeid mellom lærarane, men også med andre instansar som PPT. I tillegg er mangelen på samarbeid mellom skule og heim og elev framtredande i oppgåva, sjølv om det står i Opplæringslova (1998) §5-4 tredje ledd at spesialundervisninga skal utformast i samarbeid med elev og foreldre så langt det lar seg gjere, og at deira syn skal vektleggjast. Det er med andre ord ikkje alt som fungerer mellom intensjon og praksis når det gjeld arbeidet med IOP, og det er lærarar sine erfaringar eg vil ha fram i denne oppgåva.
