dc.description.abstractNasjonal sykkelstrategi som gjeld frå 2014 til 2023 har som mål at innan 2023 skal åtte prosent av reisene i Norge skal vere på sykkel. Styresmaktene har ansvar for å nå desse måla, men sykkelstrategien krev også at sivilsamfunnet er med og bidrar til å nå måla. Strategien foreslår at det skal skje gjennom prosessar for medverknad og at folk sjølv vel å sykle. Medverknad er ein rett etter plan- og bygningslova av 2008. I offentlege dokument blir det argumentert at auka medverknad gir forankring og eigarskap til planer. Bergen sin sykkelstrategi gjeld frå 2010 til 2019. Av storbyane i Norge har Bergen det lågaste talet på syklande og talet ligg stadig rundt fire prosent. Det er altså få av oss som syklar og langt under det nasjonale målet på åtte prosent. Formålet mitt med studien er å undersøke om strategisk sykkelplanlegging fungerer som reiskap for å mobilisere sivilsamfunnet til å medverke i planarbeidet eller til å velje sykkelen. Strategisk planlegging blir rekna som ei verktøykasse der dei ulike verktøya er teoriar. Tidlegare forsking har identifisert nokre krav som bør vere oppfylt for at strategisk planlegging skal lukkast. Dette gjeld både innhald i dokumenta, planprosess og kva den strategiske planlegginga bør bidra til. Mi verktøykasse inneheld teori om mobilisering, medverknad, legitimitet og læring. Tilnærminga mi er eit kasusstudie der eg har undersøkt offentlege dokument og intervjua 6 informantar frå Bergen kommune og frivillege organisasjonar. Studien min viser at sivilsamfunnet blir trekt inn i planprosessen, men ikkje nødvendigvis der dei ynskjer å vere. Desse manglar arena som er eigna for dialog. Andre samarbeid igjen mellom Sykkelbyen Bergen og sivilsamfunnet verkar godt. Tidlegare forsking har vist at sykkelpolitiske aktørar ikkje evnar i nok grad å trekke i same retning og at dette kastar skugge over fellesinteressa i å få fleire til å sykle. Mine funn støttar delvis opp om dette. Politikarane var full av lovord då sykkelstrategien kom. Ein del innbyggarar uttrykkjer no at legitimiteten er låg. Mine funn tyder på at Sykkelbyen Bergen forsøker å bygge opp legitimiteten gjennom nettverkssamarbeid og samarbeid med interessentar.nb_NO
dc.description.abstractSummary Norways National Bicycle Strategy prospects for the period 2014 till 2023 is to achieve a total of eight percent of all local transportation consisted by bicycles within 2023. The Norwegian Government is in charge of the strategy and the responibility to reach these goals. The Government and the National Bicycle Strategy also depends on local community support from the public, in terms of the Government encouraging the public to use their bicycles more. Participation is a public right hence to the Planning and Building Act of 2008 in Norway. In all public documents it is stated that increased public participation, co-operation, and desicionmaking results in a concrete, solid ownership to strategies and planning for the public. The Bicycle Strategy for Bergen lasts from 2010 till 2019. It so far got only four percent using their bicycles, compared to all the other largest cities in Norway. This means people of Bergen use their bicylces well under the average national goal of eight percent. My purpose for this study is to investigate if strategic bicyle planning works as a tool in mobilising the local community of Bergen, in terms of influencing the planning work, or making people choose their bicycle as their main transportation. Strategic planning is seen as a « tool box» where a set of tools represent different theories. Earlier research identify some spesifications needed to be fullfilled, to establish a successfull strategic plan. These spesifications is needed for both document content, the planning process and the strategic plan outcome. My «tool box» content is mobilisation theory, participation, coplanning, legitimacy and learning. I used a case study approach examining public documents and interviewing six informants from the Bergen City Council, and people in stakeholder organizations in Bergen. This case study shows that the local community is drawn into the planning process, but not necessarily at the part of the process where they want to be. Participants lack a forum for public dialouge. On the other hand, other co-operations between Sykkelbyen Bergen and the public works well. Earlier research shows political bicycle actors do not have the ability in the extent of pulling in the same direction. This results in casting a shadow over the common interest to encourage people to bicycle. My findings partially support this research. Politicians praised the bicycle strategy when it arrived. Today, some residents in Bergen expresses that the legitimacy is low. My findings suggest that Sykkelbyen Bergen tries to increase their legitimacy by network cooperation and working along with stakeholders.nb_NO
