dc.description.abstractNår barnevernet overtar omsorgen for barn, utløses samtidig saksbehandlers plikt til å følge opp både barnet og foreldrene i den nye livssituasjonen. Oppfølgingsansvaret innebærer å tilrettelegge for tilbakeføring av barna der dette er til barnets beste, og krever et endringsarbeid sammen med foreldrene basert på plasseringsvilkårene i den enkelte sak. Ut over gjenforeningsmålet vises oppfølgingen å kunne ha verdi for både foreldre og barn, og gir et etisk ansvar for å styrke foreldre. Biologiske foreldre vises å være underrepresenterte i forskningsfeltet og i barnevernets praksis. Studien undersøker hvordan saksbehandlere i barnevernet kan styrke biologiske foreldre i oppfølgingen etter omsorgsovertakelse, med grunnlag i målet om å gjenforene barn og foreldre og å styrke foreldres levekår og samfunnsposisjon. Studien anvender sentrale elementer fra empowermentteori, med fundament i målet om å arbeide for å styrke foreldrenes ressurser og kontroll over sine egne liv. Empowermentteoriens abstrakte natur samt barneverntjenestens manglende rutiner for oppfølgingen åpner for en undersøkelse av det relasjonelle handlingsgrunnlaget med utgangspunkt i Axel Honneths anerkjennelsesteori. Oppgaven er en ren litteraturstudie, og anvender eksisterende empirisk forskning om foreldre og saksbehandleres erfaringer fra oppfølgingen for å analysere handlingsrommet for anerkjennelse. Det fremkommer at saksbehandlere innehar makt til å anerkjenne og krenke foreldrene innen Honneths anerkjennelsessfærer, og at de ved å bidra til foreldrenes selvutvikling gjennom anerkjennende holdninger og handlinger kan legge fundamentet for empowerment. Studien har funnet at anerkjennelsesteorien kan være fruktbar som forståelses- og handlingsramme og inngangsport for empowerment for saksbehandlere i arbeidet med å styrke foreldre i oppfølgingen etter omsorgsovertakelser.en_US
dc.description.abstractAbstract When child welfare service places children in care, the caseworker’s responsibility to follow up both children and parents in the new situation is activated. This involves facilitating the return of the child if that’s in its best interest. It requires cooperating with the parents to achieve change based on the terms of placement in each individual case. Apart from the objective of reunion, the caseworker’s follow-up is shown to be of value to both parents and children, and provides an ethical responsibility to empower the parents. Biological parents are shown to be under-represented in the research field and in the child welfare service’s practise. The study examines how child welfare caseworkers can empower biological parents in the follow-up of a care takeover, based on the objective of reuniting children and parents and empowering the parents’ living conditions and community status. The study applies central elements from empowerment theory, founded in the work to strengthen the parents’ resources and control of their lives. The abstract nature of empowerment theory and the lack of follow-up routines in the child welfare service is an opportunity to study the relational basis for action, seen in the perspective of Axel Honneth’s theory of recognition. This thesis is a literature study, utilizing existing empirical research on parents and caseworkers’ experience from the follow-up to analyse the latitude of recognition. It follows that caseworkers have the power to recognise and disrespect parents within Honneth’s spheres of recognition, and that they by contributing to parents’ self-development through recognisance in attitude and action can build a foundation for empowerment. The study has found that the theory of recognition can be useful as a framework for understanding and acting, as well as a gateway for empowerment for caseworkers aiming to strengthen parents in the follow-up after care takeovers.en_US
