Barn og unges medvirkning i kommunalt barnevern. En kvalitativ studie om hva ungdom i kontakt med barneverntjenesten trekker frem som god medvirkningspraksis

Abstract

Til tross for at det har vært et økende fokus på barn og unges medvirkning i barnevernet de siste årene, viser forskning at det er krevende å legge til rette for medvirkning i praksis. FNs barnekonvensjon presiserer at barnets beste og barnets medvirkning er komplementæreprinsipp, som betyr at de ikke skal gå på bekostning av hverandre. Denne studien utforsker hvilke forutsetninger ungdommer i kontakt med barnverntjenesten opplever at må være til stede for at deres rett til medvirkning skal bli ivaretatt. Studien bygger på fire kvalitative intervjuer med ungdommer i kontakt med barneverntjenesten, samt lydopptak av to barnesamtaler mellom barn og kontaktperson i barnevernet. Formålet med studien er å bidra med økt kunnskap knyttet til god medvirkningspraksis, så flere barn og unge skal få realisert reell medvirkning i kontakt med barnevernet. Oppgaven søker primært å fange opp ungdommenes perspektiver rundt medvirkning, som så blir belyst med konkrete utdrag ogeksempler fra barnesamtalene. Funnene viser at viktige forutsetninger for medvirkning er at barn og unge må ansees som reelle samarbeidspartnere, relasjonen mellom barn/ unge og deres kontaktperson er svært betydningsfull og at strukturelle forhold påvirker medvirkning. Mange av funnene mine samsvarer med tidligere forskning, men jeg finner videre at kontaktpersonen i barnevernet er av stor betydning ungdommene, til tross for at kontakten er noe sjelden. Jeg har videre funnet at kontaktpersonen i barnesamtalene gjør mye av detungdommene etterlyser, og at det er samsvar mellom «den gode barnesamtalen» og det ungdommene ønsker. Et annet funn er at kontaktpersonene må være modige, kompetente, tilgjengelige og omsorgsfulle.

Even though there has been an increased focus on children and youths’ participation in thechild welfare systems in recent years, studies show that it is still demanding to facilitate participation in practice. The UN Convention on the Rights of the Child states that the best interest for the child and that the view of the child is given due weight in considerations about itself (participation) are complementary principles, which means that one should not be at theexpense of the other. This study explores which prerequisites youths who receive servicesfrom the child welfare system believes are needed so that their right to participation in their own case is preserved. The study builds on four qualitative interviews with youths who receive services from the child welfare system and tape recordings of two child conversations between a child and employees from the child welfare. The purpose of the study is to contribute with added insights to what constitutes good participation practice, so that more children and youths can achieve real participation in contact with the child welfare system. The study primarily seeks to synthetise the youths’ perspectives on participation, and they are exemplified with concrete extracts and examples from the child conversations that has beenstudied. My findings show that important prerequisites for participation is that children and youths must be seen as real cooperating partners, that the relationship between children/youths and their social worker in the child welfare system is of great significance and that structural considerations impact the degree of participation perceived by the children/youths. Many of my findings are in accordance with previously conducted studies, however I find the social worker in the child welfare system is of greater importance even though the contact is scarce. Furthermore, I have found that the social worker already does a lot of what the children require, and that there is conformity between “the good child conversation” and what the youths want.
