Abstract
Summary
The norwegian Planning and Building Act of 2008 declares that the planningn authorities should facilitate active involvement of affected parties and the public in general in the prosess of making plans. In my survey I wish to find the politicians and planning authorities attitudes to participation, and also if these attitudes could be found in practice. In order to check practise, I conducted a document rewiew of 68 plans from 13 communes in the county of Nord-Trøndelag. In these I rarely found active stimulation of participation. I conducted a survey where I asked 100 politicians and 64 public officials about their attitudes to participation. Out of these a total of 47 politicians and 37 officials answered my questions. A large number of the participants found participation affected parties and the public in general to be very important or rather important. The result of my study shows that attitudes towards participation does not correspondend with planning action in the communes we studied. I also found that the communes in general have a good level of competence in planning. But many also indicated that more competence is needed. In Nord-Trøndelag it is much less contact between entrepreneurs and the civil society on one hand and public authorities and politicians on the other hand, than our reference study (NIBR Report 2008:37) found.
